But without a clear definition of the problem, meaningful responses remain elusive. As we face a future shaped by escalating climate change and growing competition over resources, what exactly is holding back effective action?<\/p>\n<p>Some argue that the problem is that climate science is still misunderstood. Others believe people simply aren\u2019t aware of the solutions. Still others claim the real issue is human nature \u2013 too much greed, not enough empathy.<\/p>\n<p>Below is our take.<\/p>\n<p>&nbsp;<\/p>\n<h3><strong>The Real Barrier: Misaligned Perception<\/strong><\/h3>\n<p>Our working hypothesis is this: There is insufficient desire for meaningful action, largely because <strong>people believe that the cost of acting outweighs the benefits.<\/strong> They consider the therapy to be more painful than the disease, particularly if others do not participate in the therapy. Hence <span style=\"font-size: 1.125rem;\">many conclude that only <\/span><a style=\"font-size: 1.125rem;\" href=\"https:\/\/www.footprintnetwork.org\/2021\/11\/13\/mad-sad-about-cop26\/\">globally coordinated action<\/a><span style=\"font-size: 1.125rem;\"> matters, and that their individual effort is too small to count.<\/span><\/p>\n<p>In essence,\u00a0 they are convinced that we all are stuck in a \u201c<a href=\"https:\/\/www.footprintnetwork.org\/2021\/04\/27\/from-the-tragedy-of-the-commons-to-having-skin-in-the-game\/\" target=\"_blank\" rel=\"noopener\">free-rider\u201d dilemma<\/a>, where individual interests are fundamentally at odds with collective well-being. It\u2019s the classic scenario: everyone\u2019s invited to chip in for the pizza, but many help themselves to a slice without paying. This mindset leads to inaction, as most sit back and hope others will bear the cost while they enjoy the benefits. Also, they believe that their <span style=\"font-size: 1.125rem;\">costly counter-actions only benefit others, and therefore aren\u2019t worth it.<\/span><\/p>\n<p>The good news? We are not at a pizza party. Rather, <a style=\"font-size: 1.125rem;\" href=\"https:\/\/www.footprintnetwork.org\/2025\/02\/01\/our-approach\/\" target=\"_blank\" rel=\"noopener\">we believe<\/a><span style=\"font-size: 1.125rem;\"> there\u2019s a more accurate and transformative way of seeing our situation, one where individual and societal incentives are aligned. <\/span><\/p>\n<p><span style=\"font-size: 1.125rem;\">Let us explain.<\/span><\/p>\n<h3><\/h3>\n<h3><strong>Overshoot Is Our Context\u2026<\/strong><\/h3>\n<p>In the 21<sup>st<\/sup> century, humanity\u2019s second-biggest threat is <strong><a href=\"https:\/\/www.wackernagel.info\/overshoot\">overshoot<\/a><\/strong>, our persistent\u00a0overuse of the planet\u2019s resources. The biggest threat is failing to respond.<\/p>\n<p>Overshoot isn\u2019t just the root of climate change, biodiversity loss, resource depletion, and deforestation. It also fuels stagflation [1], food and energy insecurity, health crises [2], and <a href=\"https:\/\/www.footprintnetwork.org\/2024\/09\/30\/national_security_blind_spot\/\" target=\"_blank\" rel=\"noopener\">conflict<\/a>.<\/p>\n<p>&nbsp;<\/p>\n<h3><strong>\u2026But It\u2019s Not <em>Your<\/em> Burden<\/strong><\/h3>\n<p>Overshoot is too large for any one entity, even the biggest nation, to reverse on its own. So instead of asking, \u201cHow can I fix overshoot?\u201d, a more actionable question is: <strong>\u201cHow will I respond, given this reality?\u201d<\/strong><\/p>\n<p>This reframes overshoot as a <em>shared context<\/em>, not your personal burden. And it\u2019s a powerful one: overshoot will increasingly determine what works\u2014and what fails\u2014in our societies.<\/p>\n<p>&nbsp;<\/p>\n<h3><strong>The Good News About Overshoot<\/strong><\/h3>\n<p>Overshoot will end. The only question is <em>how: <\/em>by design, or by disaster.<\/p>\n<p>Here\u2019s <a href=\"https:\/\/www.wackernagel.info\/post\/overshoot-here-s-the-good-news\">the upside<\/a>:<\/p>\n<p><strong>First<\/strong>, the less others prepare for <a href=\"https:\/\/www.wackernagel.info\/post\/what-holds-value-given-the-predictability-of-the-future\">the predictable reality<\/a> of climate change and resource constraints, the higher your risk, whether you\u2019re a household, business, city, or country. That means waiting for others to act offers <em>no<\/em> strategic advantage.<\/p>\n<p><strong>Second, and even better<\/strong>: The most successful actions are those that are <strong>replicable<\/strong>. Non-replicable actions (like moving to resource-rich, &#8220;out-of-the-way&#8221; New Zealand) won\u2019t scale to 8 billion people. But replicable solutions, like home insulation, rooftop solar, ecosystem restoration, or urban densification, benefit both the early adopter and society at large. We call these responses <strong>\u201c<a href=\"https:\/\/overshoot.footprintnetwork.org\/power-of-possibility\/\">power of possibility<\/a>\u201d<\/strong>: They are good for the individual <em>and<\/em> good for the planet.<\/p>\n<p>&nbsp;<\/p>\n<h3><strong>Two Central Insights to Focus On<\/strong><\/h3>\n<p>Based on this perspective, our message centers on two key insights:<\/p>\n<ol>\n<li><strong>Responding to overshoot is in your self-interest.<\/strong><br \/>\nContrary to the common \u201c<a href=\"https:\/\/www.footprintnetwork.org\/2021\/04\/27\/from-the-tragedy-of-the-commons-to-having-skin-in-the-game\/\">free-rider<\/a>\u201d view, we\u2019re not trapped. Once cities, companies, and countries recognize that resource security is a core pillar to their own economic resilience and success, <em>ecological necessity and economic logic converge<\/em>.<\/li>\n<li><strong>The best responses are replicable, win-win strategies.<\/strong><br \/>\nWhat\u2019s most effective aren\u2019t selfish bunker solutions. It is responses that boost your own resilience <em>and<\/em> can scale. They are things that are globally replicable. And such <a href=\"https:\/\/overshoot.footprintnetwork.org\/power-of-possibility\/\">opportunities are everywhere<\/a>.<\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<h3><strong>In Summary<\/strong><\/h3>\n<p>Recognizing overshoot doesn\u2019t impose a burden. It reveals insights about our own <em>risks<\/em> and <em>opportunities<\/em>. It\u2019s directly relevant to strategy, whether you\u2019re leading a community, company, city, or country.<\/p>\n<h3><span style=\"font-size: 18px; font-weight: 300;\">We believe that e<\/span><span style=\"font-size: 18px; font-weight: 300;\">nding overshoot by design requires desire. M<\/span><span style=\"font-size: 18px; font-weight: 300;\">eaningful action becomes possible when people <\/span><em style=\"font-size: 18px; font-weight: 300;\">want<\/em><span style=\"font-size: 18px; font-weight: 300;\">\u00a0to act, when the\u00a0<\/span><a style=\"font-size: 18px;\" href=\"https:\/\/www.wackernagel.info\/motivation\">desire runs deep<\/a><span style=\"font-size: 18px; font-weight: 300;\">. Action is seen not just as necessary, but as far <\/span><em style=\"font-size: 18px; font-weight: 300;\">better<\/em><span style=\"font-size: 18px; font-weight: 300;\"> than inaction.\u00a0<\/span><\/h3>\n<p>This is also the central message of <strong><a href=\"https:\/\/overshoot.footprintnetwork.org\/newsroom\/country-overshoot-days\/\">Earth Overshoot Day<\/a><\/strong>: It\u2019s central message is not that \u201cwe ran out of resources.\u201d Rather, it\u2019s that the future has never been more predictable, a future defined by climate change and resource constraints. Those who prepare themselves for it, who prioritize resource security in their strategy, are setting themselves up for success.
