Representatives of 193 nations are convening in New York at the <a href=\"https:\/\/sustainabledevelopment.un.org\/post2015\/summit\" target=\"_blank\">United Nations<\/a> to launch the <a href=\"https:\/\/sustainabledevelopment.un.org\/sdgsproposal.html\" target=\"_blank\">Sustainable Development Goals<\/a> (SDGs). These goals lay out the conditions we need to secure great lives on this one planet for all, regardless of income level, gender or ethnicity.<\/p>\n<p>At a time when <a href=\"http:\/\/www.nytimes.com\/2015\/08\/25\/upshot\/why-global-financial-markets-are-going-crazy.html\" target=\"_blank\">global economic uncertainty<\/a> and <a href=\"http:\/\/www.npr.org\/sections\/parallels\/2015\/09\/08\/438539779\/the-migrant-crisis-by-the-numbers\" target=\"_blank\">human tragedy<\/a> dominate the news cycle, this unique opportunity to bring the universal dream of sustainable development to the forefront of public attention worldwide is <a href=\"http:\/\/www.globalgoals.org\/take-action\/\" target=\"_blank\">definitely worth celebrating<\/a>.<\/p>\n<p>We are pleased that the <a href=\"http:\/\/www.unep-wcmc.org\/\" target=\"_blank\">UNEP World Conservation Monitoring Centre<\/a> has proposed the Ecological Footprint as an SDG metric for Goal 12.2: &#8220;by 2030 achieve <b>sustainable management and efficient use of natural resources<\/b>.&#8221;<\/p>\n<p>And we can&#8217;t help but ask the following question: How do we know whether all the SDG activities generate sustainable development? With the United Nations on the verge of adopting <a href=\"http:\/\/www.sustainablemeasures.com\/node\/36\" target=\"_blank\">sustainable development<\/a> as its central agenda, how do we know whether all the potential activities on the 169 goals are adding up to sustainable development?<\/p>\n<h4><span style=\"font-family: 'Roboto Slab', 'Microsoft Yahei', \u5fae\u8f6f\u96c5\u9ed1, STXihei, \u534e\u6587\u7ec6\u9ed1, serif;\"><b>Resource security as the foundation for sustainability<\/b><\/span><\/h4>\n<p>\u201c<b>Development<\/b>\u201d is shorthand for committing to well-being for all. \u201c<b>Sustainable<\/b>\u201d implies that such development must come at no cost to future generations. In other words, development is required to occur within what the planet\u2019s ecosystems are able to provide season after season, year after year. It needs to be enabled within the means of nature.<\/p>\n<p>This principle was put forward by the possibly most tangible <a href=\"http:\/\/www.sustainablemeasures.com\/node\/36\" target=\"_blank\">definition of sustainable development<\/a> ever given: \u201cimproving the quality of human life while living within the carrying capacity of supporting eco-systems,\u201d in the 1991 report <a href=\"https:\/\/portals.iucn.org\/library\/efiles\/documents\/CFE-003.pdf\" target=\"_blank\">\u201cCaring for the Earth\u201d<\/a> jointly issued by the International Union for the Conservation of Nature, the U.N. Development Programme (UNDP) and WWF.<\/p>\n<p>The goal of \u201cwell-being for all\u201d has its own UN-supported metric: the Human Development Index (<a href=\"http:\/\/hdr.undp.org\/en\/content\/human-development-index-hdi\" target=\"_blank\">HDI<\/a>), which was created by Indian economist Amartha Sen, with his Pakistani colleague and former finance minister Mahbub ul Haq,\u00a0 to provide an alternative to national income as a standard of development. <a href=\"http:\/\/hdr.undp.org\/en\/content\/human-development-index-hdi\" target=\"_blank\">HDI<\/a> is based on the life expectancy, education and income of a nation\u2019s residents. On a scale of zero to one, UNDP defines 0.7 as the threshold for a high level of development (0.8 for very high development).<\/p>\n<p>The requirement \u201cwithin the means of nature\u201d is tracked by the Ecological Footprint. At current population levels, our planet has only 1.7 global hectares (gha) of biologically productive surface area per person. Thus, the average Ecological Footprint per person worldwide needs to fall significantly below this threshold if we want to accommodate larger human populations and also provide space for wild species to thrive.<\/p>\n<p>All of us want high HDIs for everybody AND we need to make sure we stay within the regenerative capacity of the planet. These two thresholds define two minimum criteria for global sustainable development\u2014an average Footprint (significantly) lower than 1.7 gha per person and an HDI of at least 0.7. Each nation\u2019s endowment and ability to trade vary enormously. However, to achieve global sustainable development, humanity\u2019s demand, at current population levels, has to fall below an average of 1.7 gha per person.<\/p>\n<h4><span style=\"font-family: 'Roboto Slab', 'Microsoft Yahei', \u5fae\u8f6f\u96c5\u9ed1, STXihei, \u534e\u6587\u7ec6\u9ed1, serif;\"><strong>Ecological Footprint and Human Development Index, 1980-2011<\/strong><\/span><\/h4>\n<div style=\"width: 760px;\" class=\"wp-video\"><video class=\"wp-video-shortcode\" id=\"video-9604-1\" width=\"760\" height=\"416\" preload=\"metadata\" controls=\"controls\"><source type=\"video\/mp4\" src=\"http:\/\/footprintnetwork.org\/content\/uploads\/2016\/10\/HDI_EF_animation_SustainableGrowthAssociates_Germany.mp4?_=1\" \/><a href=\"http:\/\/footprintnetwork.org\/content\/uploads\/2016\/10\/HDI_EF_animation_SustainableGrowthAssociates_Germany.mp4\">http:\/\/footprintnetwork.org\/content\/uploads\/2016\/10\/HDI_EF_animation_SustainableGrowthAssociates_Germany.mp4<\/a><\/video><\/div>\n<p><span style=\"font-size: 14px;\"><i>Special thanks to <a href=\"http:\/\/www.sg-associates.eu\/\" target=\"_blank\">Sustainable Growth Associates<\/a> for their work on this animated graphic..<\/i><\/span><\/p>\n<h4><span style=\"font-family: 'Roboto Slab', 'Microsoft Yahei', \u5fae\u8f6f\u96c5\u9ed1, STXihei, \u534e\u6587\u7ec6\u9ed1, serif;\"><b>Is it possible to provide high human development within our planet\u2019s resource budget?<\/b><\/span><\/h4>\n<p>Eight countries have shown us it is possible, according to the latest data (2011). Algeria, Colombia, Ecuador, Georgia, Jamaica, Jordan and Sri Lanka show \u201chigh human development\u201d (as calculated by the United Nations) with a resource demand (Ecological Footprint) that could be extended to every world citizen. One nation, Cuba, even achieves \u201cvery high human development\u201d (its HDI ranks in the top 35 countries among 170 featured; see below) while keeping its resource demand per person lower than per-person global biocapacity.<\/p>\n<h4><span style=\"font-family: 'Roboto Slab', 'Microsoft Yahei', \u5fae\u8f6f\u96c5\u9ed1, STXihei, \u534e\u6587\u7ec6\u9ed1, serif;\"><b>Resource risk is acute for 71 percent of the global population<\/b><\/span><\/h4>\n<p>Growing population and increasing consumption per capita continue adding pressure on ecological constraints and contributing to climate change, compounding resource risks for every country\u2019s economy. Such risks are most evident in countries with ecological deficits\u2014consuming more than their ecosystems can provide\u2014and low income, making it more difficult for them to buy themselves out of resource scarcity. A staggering 71 percent of the world population now lives in countries with this double challenge: an ecological deficit AND lower-than-world-average income. That is up from less than 15 percent of countries in the early 1960s.<\/p>\n<p>This reality leaves humanity with a pressing question: How can nations\u2014both high and low income\u2014make their development achievements last, if their development model depends on more than what the biosphere is able to renew?<\/p>\n<h4><span style=\"font-family: 'Roboto Slab', 'Microsoft Yahei', \u5fae\u8f6f\u96c5\u9ed1, STXihei, \u534e\u6587\u7ec6\u9ed1, serif;\"><b>History and Applications of HDI-Footprint Framework<\/b><\/span><\/h4>\n<p>French researcher Aur\u00e9lien Boutaud first raised this issue in <a href=\"http:\/\/www.revue-economie-et-humanisme.eu\/bdf\/docs\/r363_4_devdurable_boutaud.pdf\" target=\"_blank\">2002<\/a>. He introduced the HDI-Footprint relationship as an \u201cembarrassing truth\u201d of the sustainable development challenge. The current development model, in which development gains still come at the cost of increasing Ecological Footprints is one, he claims, in which \u201call lose.\u201d<\/p>\n<p><b>UNDP\u2019s <a href=\"http:\/\/hdr.undp.org\/sites\/default\/files\/reports\/14\/hdr2013_en_complete.pdf\" target=\"_blank\">Human Development Report 2013<\/a><\/b> echoed his concern exactly, stating that \u201c<b>progress in human development achieved sustainably is superior to gains made at the cost of future generations<\/b>.\u201d It used the double-metric HDI-Ecological Footprint (Fig. 1.7) to back up this very point.<\/p>\n<p>Other international and national decision-makers have turned to the HDI-Footprint framework to illustrate the challenge of sustainable development:<\/p>\n<ul>\n<li>The U.N. Environment Programme\u2019s <a href=\"http:\/\/web.unep.org\/greeneconomy\/sites\/unep.org.greeneconomy\/files\/field\/image\/green_economyreport_final_dec2011.pdf\" target=\"_blank\">Green Economy Report 2011<\/a><\/li>\n<li>The <a href=\"http:\/\/ec.europa.eu\/environment\/pubs\/pdf\/factsheets\/7eap\/en.pdf\" target=\"_blank\">7th Environment Action Programme (EAP)<\/a><\/li>\n<li>Most recently, <a href=\"http:\/\/timesofindia.indiatimes.com\/home\/environment\/developmental-issues\/Climate-deal-India-seeks-debate-on-lifestyles\/articleshow\/48863742.cms\" target=\"_blank\">India\u2019s environment minister Prakash Javadekar<\/a> criticized high-income countries\u2019 lifestyles for being \u201cunsustainable\u201d while speaking at a global forum on climate change.<\/li>\n<li>Last but not least, the World Business Council for Sustainable Development\u2019s cornerstone <em><a href=\"http:\/\/www.wbcsd.org\/vision2050.aspx\" target=\"_blank\">Vision 2050 <\/a><\/em><a href=\"http:\/\/www.wbcsd.org\/vision2050.aspx\" target=\"_blank\">r<\/a><a href=\"http:\/\/www.wbcsd.org\/vision2050.aspx\" target=\"_blank\">eport<\/a>\u00a0calls for a <b>new agenda for business<\/b>.\u201cAchieving Vision 2050 will require a <b>radical but feasible transformation<\/b> of global markets, governance and infrastructure, and a re-thinking of our ideas of growth and progress,\u201d states the report.<\/li>\n<\/ul>\n<p>Bringing about sustainable development around the world is daunting but not impossible. While we still have far to go, measuring the basic conditions of sustainable development (well-being and living within nature\u2019s means) can certainly help us navigate our path. We\u2019re energized by the shared vision that the SDGs give us over the next 15 years and look forward to contributing our efforts so that the process unfolds within the means of our one planet.<\/p>\n<h4><\/h4>\n<h4><span style=\"font-family: 'Roboto Slab', 'Microsoft Yahei', \u5fae\u8f6f\u96c5\u9ed1, STXihei, \u534e\u6587\u7ec6\u9ed1, serif;\"><b>From global to local: India villages apply HDI-Footprint framework<\/b><\/span><\/h4>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-9669 alignleft\" src=\"http:\/\/www.footprintnetwork.org\/content\/uploads\/2017\/01\/pump_DSC00202_crop-186x300.jpg\" alt=\"\" width=\"302\" height=\"487\" srcset=\"https:\/\/www.footprintnetwork.org\/content\/uploads\/2017\/01\/pump_DSC00202_crop-186x300.jpg 186w, https:\/\/www.footprintnetwork.org\/content\/uploads\/2017\/01\/pump_DSC00202_crop.jpg 554w\" sizes=\"auto, (max-width: 302px) 100vw, 302px\" \/>Just as the Sustainable Development Goals set targets for national governments around the world, many development organizations seek metrics to measure their sustainable development achievements. One such organization is <a href=\"http:\/\/ide-india.org\/\" target=\"_blank\">IDE-India<\/a> (IDEI), a nonprofit that works to eradicate poverty with small-holder farming communities. This year, IDEI and Global Footprint Network piloted a tool that measures the Human Development Index (HDI) and Ecological Footprint of villages in Odisha, India. By calculating HDI and Ecological Footprint for several villages where IDEI has projects, we can show a snapshot of each community\u2019s development and natural resource conditions.<\/p>\n<p>Though it is still early in the application of the tool, <b>preliminary results indicate that IDEI treadle pumps\u2014human-powered water pumps that provide additional irrigation water during dry seasons\u2014increase income (a component of HDI) and biocapacity (biologically productive land surface) but also increase the Ecological Footprint, though only marginally<\/b>. In other words, the pumps increased the villagers\u2019 resource availability, ultimately enabling them to improve their living conditions.<\/p>\n<p>The villagers use the information about their HDI and Footprint in a different way\u2014by taking the knowledge they gain from workshops on natural resources to construct an image of their ideal village. In time, and by conducting pre- and post-assessments, we hope to demonstrate that sustainable development is more effective than conventional development in securing human well-being.
